And unless they've drastically changed the whole quest-design/scripting since Skyrim (vanishingly unlikely), then they can't just stop scripts being used because those are so fundamental to the way quests work. Proving that a mod's scripting or quest design won't break a playthrough would be at best a major QA task, and at worst a virtual impossibility. I guess partly it's a matter of practicality.
